July 12, 2012 in the Federal Service for Supervision of Communications, Information Technology and Communications (Roskomnadzor) summed up the contest for the right to obtain licenses to provide telecommunications services in the standard LTE and its subsequent modifications. The Evaluation Committee of the operator Rostelecom was determined the winner by lot number 1. Thus, the company allocated radio frequencies in the band 791-798,5 / 832-839,5 MHz for the construction of a network LTE. The winner of the contest are also allocated radio frequency bands 2500-2690 MHz and 720-750 MHz and 761-791 with the obligation to arrange for the release of radio spectrum. In accordance with the terms of the contest, the winner must start providing communication services LTE standard no later than June 1, 2013 and complete construction of the network on the territory of all subjects of the Russian Federation - in 2019 (in settlements with a population of more than 50 thousand people). Earlier March 16, 2012, the State Commission for Radio Frequencies (SCRF) decided on the allocation of "Rostelecom" and OJSC "MegaFon" on an equal basis of the frequency bands to create a network LTE standard in the Krasnodar Territory (frequency band 791-820 MHz, 821-862 MHz, 2300-2400 MHz, 2530-2620 MHz and 2650-2690 MHz). Both companies are the general partners of the XXII Olympic Winter Games and XI Paralympic Games 2014 in Sochi. According to tender documentation, the other winners are obliged to suspend the provision of telecommunications services in the period of the LTE standard, and the organization of the Olympic and Paralympic Winter Games in the period from October 1, 2012 to December 31, 2014 on the whole territory of the Krasnodar Territory.
